ACCEPT INTERNATIONAL SMALL
CONDITIONS: Small packets are a convenient and economical means for sending small quantities of merchandise and documents not having the character of current and personal correspondence.
STANDARDS:
Given a postal finance window open to accept mail and a patron requesting to send an article which may be required to be sent as a small packet, access to AR 65-1, US Postal Service Publication 42, the US Postal Service Manual, and standard USPS supplies and equipment. For examples of articles accepted for mailing and applicable forms, see Appendix C.
During the processing the clerk must have:
- Verified the patron’s authorization to use the Army Post Office (APO).
- Determined that the small packet category is the most appropriate method of mailing in accordance with the patron’s desires and US Postal Service Publication 42.
- Insured the article contains a complete “To” and “From” address.
- Insured the article is within the size and weight limitations for the small packet category.
- Insured appropriate customs documentation is attached. 6. Indorsed the article in accordance with (IAW) the category of mail and services provided.
- Collected an amount from the patron equal to the postage and fee(s) (if applicable) required on the article.
- The patron affix the stamps to cover the postage and fee(s) in the upper right hand corner of the article.
- Cancelled the stamps (if used) with the appropriate cancelling device.

d. If the article has a Return Receipt, indorse the article “AVIS DE RECEPTION” or “A.R. PAR AVION.” See Part 454.1c of USPS Pub 42.
e. If the article is Restricted Delivery, indorse the article IAW Part 462 of USPS Pub 42.
f. If the article is Special Delivery, have the patron affix PS Label 57 (Express Special Delivery) or indorse in red “EXPRESS – (Special Delivery)” near the country of address. See Part 474.1 of USPS Pub 42.

g. If the article is Special Handling, have the patron indorse “SPECIAL HANDLING” above the “To” address. See Part 484.1 (2) of USPS Pub 42.
- Collect from the patron an amount equal to the postage and applicable fee(s).
- If a postage meter is available, a tape will be made equal to the postage and fee(s) and affixed to the article IAW Part 122 of the PSM and paragraph 5-13h, A.R. 65-1.
- If no postage meter is available, give the patron the necessary stamps to cover the postage and applicable fee(s). The patron will affix the stamps to the article in the upper right corner. If the article is registered, the stamps will be cancelled with the double oval cancellation device. If not, cancel the stamps I.A.W Part 332 of the P.S.M.
- If the article is registered, place the article in a secured area separate from ordinary mail. Registered Mail is dispatched separately using PS Form 3854 (Manifold Registry Dispatch Book) to maintain a chain of receipts until the article is delivered to the addressee.
- If the patron requests evidence of mailing, a PS Form 3817 (Certificate of Mailing) will be used. Collect the fee for the Certificate of Mailing and give the patron the necessary stamps to cover the fee. The patron affixes the stamps to the certificate, and you cancel the stamps. See Part 490 of USPS Pub 42. See Table 6-8 of USPS Pub 42 for the fee.

CONDITIONS: Parcel Post includes those items accepted as small packets, but without the same size and weight limits. While small packets are generally limited to 2 pounds, Parcel Post accommodates heavy packages according to weight limits established by each country. Parcel Post may not have any inclosures having the character of current personal correspondence.

PERFORMANCE STEPS:
- Before accepting an article for mailing, verify the patron’s authorization to use the APO as specified in Appendix D, AR 65-1, and whether the patron has a valid identification card.
- Check the addresses on the article to insure a complete “To” and “From” address is shown. If the article is a parcel, addresses may only be on one side; line out unnecessary addresses. See Part 221.31 of USPS Pub 42.
- Require the patron to (see Part 221.4 of USPS Pub 42):
a. Affix a properly completed PS Form 2976 (Customs-Douane) to the article.
b. If the patron does not want the contents listed on the outside of the article, PS Form 2976-A (Customs Declaration) will be inclosed inside the article. The upper portion of PS Form 2976 will be affixed to the address side of the article.
c. PS Form 2976-A must be used whenever the value of the article exceeds $120.00 or when specifically required by the country of address. 4. Check the article for mailability by:
a. Insuring the article is addressed to a country that accepts small packets. Small packets are not acceptable to Cuba, Khmer Republic (Cambodia), North Korea, and Vietnam. See Part 226.2 of USPS Pub 42.
b. Verifying that it is within the weight and size limitations for small packets. Articles cannot weigh more than 2 pounds except to Australia, Bolivia, Burma, Canada, Chile, and Colombia, where the weight limit is 1 pound. The maximum length may not exceed 24 inches or exceed 36 inches length, breadth, and thickness combined. Exception: Articles in the form of a roll may measure up to 36 inches in length or 42 inches length, breadth and thickness combined. See Table 3-13 of USPS Pub 42.
c. Insuring the article is properly wrapped and packed. Improperly prepared articles cannot be accepted for mailing. See Part 221.3 of USPS Pub 42.

Refer to the country of address in Appendix B of USPS Pub 42 to determine what documentation (PS Forms 2966, 2966-A, Customs Declaration; 2972, Dispatch Note) is required to be affixed to the article. Give the patron the appropriate forms required with instructions covering what must be completed. See Parts 327.22 and 327.311 of USPS Pub 42. - Check the article for mailability by:
a. Verifying that the article is within the weight limitation to the country of address. Weight limits vary from country to country. See Table 3-15 of USPS Pub 42 for weight by country.
b. Verifying that the article is within the size limitation. The maximum length may not exceed 3-1/2 feet, and the maximum length and girth combined may not exceed 6 feet. See Table 3-16 of USPS Pub 42.
c. Insuring the article is properly wrapped and packed. Improperly prepared articles cannot be accepted for mailing. See Part 326.2 of USPS Pub 42.
